Ukraine Grants Foreign Troops Temporary Residence Permits
In an official announcement, the agency confirmed: "The President of Ukraine signed the Law of Ukraine No. 4730-IX of Dec. 17, 2025, which regulates the legal status of foreigners and stateless persons undergoing military service under a contract in the Armed Forces of Ukraine and other military formations."
The landmark legislation establishes legal residency status for contract-based foreign fighters who secure temporary permits. These documents remain active throughout their military contract period, with validity extending an additional six months post-service.
Foreign and stateless military personnel currently deployed must submit residency applications within a six-month window following the law's implementation, migration officials confirmed.
The agency clarified: "Until the end of this period, the fact of legal stay in Ukraine will be confirmed by a military registration document or a service certificate of a serviceman."
Beyond residency status, the permits unlock comprehensive access to Ukraine's banking infrastructure, notarial services, healthcare systems, and broader social support networks for qualifying service members.
